The report confirms no contamination or environmental issues on-site. The land is clean and ready for development. The only recommendation from Geo Forward is a quick Phase II soil-gas test, just to confirm that no vapors have migrated from the ARCO station next door (which was already remediated and closed years ago).
This is a major milestone for EV Initiative Infrastructure Mission Hills as we move closer to the next stage of permitting and CPACE financing.

- Use: Vacant, unpaved, fenced parcel (0.21 acres)
- Purpose of Report: Due diligence for redevelopment into EV Initiative’s Mission Hills charging hub.

2. Findings
- No Recognized Environmental Conditions (RECs) on-site related to the property’s own history.
- No hazardous materials, drums, or underground storage tanks (USTs) observed on the lot.
- Historic use: Residential from the 1950s to early 2000s, then vacant.
- No evidence of dumping, staining, or waste material.
3. Off-site Concern (Adjacent ARCO/True Zero)

Location: 15544 San Fernando Mission Blvd., directly south of your parcel.

History:
- UST leaks in 1985 and 1994.
- Both remediated; No Further Action (NFA) letters issued by the Los Angeles Regional Water Quality Control Board in 1988 and 2012.

Why it still matters: The ARCO site has a long operational history and minor violations post-remediation. This triggers a potential vapor intrusion concern for your lot due to proximity.

5. Recommendations
Geo Forward recommends a Limited Phase II Subsurface Investigation:
- Perform soil-gas sampling along the southern property line near the ARCO.
- Optional shallow soil sampling depending on findings.
- Verify volatile organic compound (VOC) levels are within safety thresholds.
If results confirm no vapor impact:
- Site will be cleared with an NFA certification and deemed ready for full construction and CPACE underwriting.
6. Conclusion
✅ No contamination on-site. ⚠️ Phase II (vapor testing) recommended solely for confirmation due to adjacent property history. Once that’s complete, Mission Hills will be fully environmentally cleared for CPACE financing, permitting, and construction.
